The approval allows RCHF to put more resources and funding into primary and preventive care; improve public health and health equity outcomes through programs that address social, economic, and environmental factors in the community; and use its charitable assets to address health and wellness care needs within the greater Riverside metropolitan area.

RCHF is a nonprofit that funds, develops, and operates local health centers with the goal of improving community health and well-being in Riverside County.

In recent years, RCHF has also seen a steady reduction in nonprofit hospitals qualified to receive its funding. Approval will allow RCHF to grow its service area while funding programs such as outpatient clinic care, community education programs, and community clinics. This shelter is a day program that serves adults by providing temporary housing along with assistance in obtaining important documents, job readiness, computer workshops, counseling, meals, hygiene supplies and bible studies.

This program holds beds for qualified single men and women with separate dormitories for each gender. These beds are provided on a night-by-night basis under the federal cold weather shelter initiative in cooperation with the County of Riverside. The Place is operated by Jefferson Transitional Programs in partnership with the County of Riverside Department of Mental Health and is a safehaven drop-in and permanent housing program that seeks to engage the most visible, yet hardest to reach, chronically homeless person who carries a primary diagnosis of a serious mental health disorder.

The U. Department of Housing and Urban Development HUD has adopted the Housing First model, which emphasizes moving homeless individuals into housing as quickly as possible and providing the appropriate level of services to support housing stabilization and retention.

In support of the Housing first model, the City has implemented the following housing programs that help homeless individuals make the transition to permanent housing and independent living. The City of Riverside Homeless Street Outreach Team is made up of four professional service providers who conduct daily mobile outreach and client service engagement for homeless individuals and families on the streets, in service venues, and other locations where they can be found in Riverside.

The Outreach Team responds to the issues and concerns of people in need of assistance as well as local residents, businesses and others relative to homelessness in this community. Focused on the "hardest-to-reach" and "service-resistant" chronically homeless population, the Outreach Team works in partnership with city staff, local service providers, health professionals, law enforcement, and the community at-large to help people get off the streets and connected with the services they need to gain stable housing and achieve self-sufficiency.

Local service professionals and community volunteers participate in "ride-alongs" throughout the week to assist the Outreach Team with engaging people in need of services.
